What is the Green Municipal Fund?

The Green Municipal Fund (GMF) is a multi-million-dollar program delivered by the Federation of Canadian Municipalities (FCM) and funded by the Government of Canada. It supports innovation and sustainability in Canadian communities by financing planning studies, pilot projects, and full-scale capital initiatives.

GMF offers a combination of grants, low-interest loans, and capacity-building support.


Who Can Apply?

GMF is a public-sector fund, which means:

✔ Eligible Applicants:

  • Municipal governments (cities, towns, regional districts)

  • Indigenous communities

  • Municipal partners, such as:

    • Non-profit organizations

    • Academic or research institutions

    • Utilities and co-operatives

    • For-profit companies (only if formally partnered with a municipality)

🧠 All projects must be municipally led or municipally partnered.

X Not Eligible:

  • Individuals or private homeowners

  • Private-sector companies applying on their own

  • Provincial or federal departments (unless part of a formal municipal project)

If you’re a consultant or an innovation company — you can still participate in funded projects when working alongside a municipal applicant.


🔍 All GMF Funding Streams (2025)

1. Community Efficiency Financing (CEF)

Support for municipalities developing residential energy retrofit financing models (e.g. PACE).

  • Feasibility, design, and evaluation studies

  • 💰 Up to $175,000 per grant (80% of costs)

  • 🕒 Deadline: Rolling intake

2. Sustainable Affordable Housing (SAH)

For energy-efficient upgrades or the construction of affordable housing projects.

  • Planning and design studies, pilot projects, retrofits, new builds

  • 💰 Up to $10 million per project (grant + loan model)

  • 🕒 Capital funding paused until ~April 2026; study grants still open

3. Local Leadership for Climate Adaptation (LLCA)

Supports risk assessments, adaptation planning, and small-scale implementation projects.

a. Climate-Ready Planning

  • Develop municipal climate adaptation plans

  • 💰 Up to $140,000 (100% for small communities)

  • 🕒 Deadline: September 16, 2025

b. Adaptation in Action

  • Pilot infrastructure or nature-based adaptation solutions

  • 💰 Feasibility: $70K | Implementation: up to $1M

  • 🕒 Deadlines: Rounds open July–October 2025

4. Sustainable Municipal Buildings

Supports the design and construction of net-zero or near-net-zero community buildings.

  • Includes fire stations, community centres, libraries, etc.

  • 💰 Up to $10M (loan + up to 50% grant incentives)

  • 🕒 Deadline: Full app by Sept 15, 2025; rolling intake

5. Community Energy Systems

Builds renewable district energy systems to reduce GHGs.

  • 💰 Up to $10M (loan + grant structure)

  • 🕒 Deadline: Rolling

6. Organic Waste-to-Energy

Fund municipal-scale anaerobic digestion or thermal waste-to-energy systems.

  • 💰 Grant + loan structure (up to 80% of costs)

  • 🕒 Deadline: Rolling

7. Net-Zero Transition Pilots

Short-term or demonstration projects for:

  • Municipal fleet electrification

  • Circular economy systems

  • Low-carbon innovation pilots

  • 💰 Funding varies by theme

  • 🕒 Deadline: Rolling

8. Growing Canada’s Community Canopies

Supports urban tree planting and community canopy programs.

  • 💰 Grant sizes vary by project and community

  • 🕒 Apply via program-specific intakes

GMF is a nationwide program, with open access in Ontario, British Columbia, Alberta, Manitoba, Quebec, Atlantic Provinces, Northern Territories, and all other regions
